What Is PTA Tax in Pakistan?
PTA tax, officially the Device Identification, Registration and Blocking System (DIRBS) registration duty, is a mobile phone registration charge levied by the Pakistan Telecommunication Authority in coordination with the Federal Board of Revenue on imported and foreign-purchased mobile devices. Any smartphone brought into Pakistan, whether carried in a traveller's baggage or ordered through cross-border e-commerce, must be registered with the PTA within a set grace period, commonly cited as 60 days from first SIM insertion. Devices that are not registered in time have their SIM access blocked and lose the ability to connect to any local cellular network, though WiFi generally continues to work.
The DIRBS system tracks every mobile device by its unique IMEI number, which is why registration is tied to the device itself rather than to the SIM card.
Why Is PTA Mobile Tax Required?
- Revenue generation. Mobile phones are a high value import category, and duty on handsets contributes significantly to Pakistan's national exchequer.
- Curbing smuggling. Before DIRBS, a large grey market of smuggled, duty free phones operated freely. Registration requirements remove the price advantage those devices previously had.
- Network security. Blocking unregistered devices helps protect telecom networks from stolen, cloned, or counterfeit handsets.
- Consumer protection. Registered devices carry a verified IMEI, giving buyers more confidence that a phone is genuine.
- Law enforcement. DIRBS lets authorities track and block stolen devices, which helps reduce mobile phone theft.
Which Phones Need PTA Registration?
- Phones brought from abroad in a traveller's personal baggage
- Phones ordered through international e-commerce platforms
- Phones gifted by overseas Pakistanis
- Second-hand imported phones purchased locally but never registered
- Phones purchased in duty-free zones that have not been officially cleared
Phones purchased new from authorised local retailers in Pakistan are generally pre-registered by the importer and do not require separate registration by the buyer.

What Actually Makes Up PTA Tax
PTA registration tax is not a single flat fee. It is a composite of several charges, each calculated separately and then combined into the final payable amount:
| Component | What it is |
|---|---|
| Customs Duty | A duty based on the phone's FBR assessed value, converted from USD to PKR at the prevailing exchange rate |
| Regulatory Duty | An additional levy, typically in a range up to around 20 to 25 percent depending on the device's price tier, subject to periodic government adjustment |
| Sales Tax (GST) | Currently applied at 18 percent on the combined customs and regulatory duty value |
| Mobile or IT Levy | A flat federal charge, commonly cited in the range of roughly Rs. 1,000 to Rs. 10,000 depending on device category |
Because several of these components are percentage based and tied to a USD assessed value, the final PKR amount moves whenever the exchange rate moves, even if none of the underlying rates change. This is also why two different calculators, or the same calculator checked on two different days, can show different totals for the identical phone.
CNIC vs. Passport Registration
| Feature | CNIC Registration | Passport Registration |
|---|---|---|
| Who can use it | Pakistani nationals with a valid CNIC | Foreign visitors and overseas Pakistanis |
| Typical tax amount | Higher | Lower, commonly cited as roughly 10 to 20 percent less |
| Validity | Permanent | Time limited, typically 60 to 120 days, extendable |
| Required document | National CNIC number | Valid passport number |
| Payment method | JazzCash, Easypaisa, bank | JazzCash, Easypaisa, bank |
What Is PTA Proof Price?
The PTA proof price, also called the FBR customs assessed value, is the benchmark price the Federal Board of Revenue assigns to each smartphone model. It does not represent what you personally paid for the phone. It is the government's reference value, set in US Dollars, used to determine which duty band applies. That USD value is converted to PKR at the prevailing interbank rate at the time of registration, which is the main reason the same phone's tax figure can shift from one week to the next.
Pakistani nationals with a valid CNIC generally register under the CNIC option, which creates a permanent registration tied to both the device's IMEI and the owner's CNIC. Foreign passport holders, or Pakistani nationals only visiting briefly, can register under the Passport option instead, which carries a lower tax rate because it is designed for temporary use. That registration expires after a fixed period, after which the device must either be re-registered under CNIC or leave the country.
Passport registration makes the most sense for short term use, for testing a device before deciding to keep it permanently, or for a foreign visitor who only needs working cellular service for the length of a trip. If you intend to keep and use the phone in Pakistan long term, CNIC registration is the appropriate choice, since Passport registration will eventually expire and block SIM access.

Frequently Asked Questions
Flagship iPhones consistently attract the highest duty of any brand on the platform, since they carry the highest FBR assessed value. The exact figure depends on the specific model, storage variant, registration type, and the exchange rate on the day you register, so use the calculator above for a current estimate and confirm the final amount on the DIRBS portal before paying.
You can register on Passport at a lower rate, but the registration expires after a fixed period, typically 60 to 120 days. After it expires, SIM access is blocked again unless you pay the full CNIC duty or the phone leaves Pakistan.
If you do not register your phone, PTA blocks the device's IMEI and all SIM cards used in it are deactivated. The phone continues to work on WiFi but becomes unusable for cellular calls, texts, and mobile data.
Pakistani nationals returning from abroad are generally allowed one mobile phone duty free, provided it is for personal use and carried in personal baggage. Additional phones are subject to full PTA registration tax. Foreign visitors may register multiple devices under Passport registration during a single visit, subject to PTA's current limits.
No. PTA registration tax is non refundable once paid, regardless of whether you later leave Pakistan with the device. It is worth calculating the tax carefully before deciding to register.
PTA registration applies to cellular capable devices, which includes tablets with a SIM slot and some smartwatches with eSIM capability. WiFi only tablets generally do not require registration, and smartwatches that only use Bluetooth tethering are typically exempt as well.
Several components of PTA tax are set in US Dollars and converted to PKR at the prevailing interbank rate. Since that exchange rate moves daily, the rupee equivalent of the same underlying duty changes accordingly, even when none of the actual rates or slabs have changed.
Once payment is confirmed through a bank or mobile wallet, the DIRBS system typically registers the device and unblocks the IMEI within 24 to 72 hours, followed by a confirmation SMS from PTA.
